Flat Copper Plate/Dish - 7 7/8” - Christmas Bell Design?

Estate sale find.
This is a flat, round dish or plate. No makers marks. I believe it is solid copper, has several dark spots (see photos). Maybe it was used under a flower pot.
The design looks like Christmas bells (?)
7 7/8” across.
Weighs 10oz.
